The advocacy group Don't Fund Russian Army told IPVM they doubt the veracity of Hikvision's alleged sudden withdrawal. The group tracks Hikvision's operations in Russia on a dedicated page and labels it an "International Sponsor of War.

Oleksii Kupriienko—part of the "Don't Fund Russian Army" organization and the founder of the "Underdog” — told Newsweek that the Zolochiv decision could prove a landmark moment but added it is unlikely to set off an imminent chain reaction of similar cases.

In May, the investigative group UnLawyers highlighted the risks posed by Chinese-made surveillance cameras. In Ukraine, two Chinese tech companies, Hikvision and Dahua, have a near-monopoly in the security technology sector.
Kupriienko assists large companies in business conflicts, but since the Russian invasion of his country he has also been affiliated with 'Don't Fund Russian Army' as a volunteer. He uses his business knowledge together with Ukrainian government organizations to pressure international technology companies operating in Russia to give up their activities there.
At the end of May, after Russian Telegram channels broadcast images of Ukrainian air defense shot by surveillance cameras, the Ukrainian investigative collective "Underdog - the UnLawyers" alerted the Kyiv authorities to the quasi-monopoly of Chinese companies on surveillance in Ukraine.
